The National Program for Promoting Entrepreneurship and Enhancing Competitiveness 2023-2027, approved by the Government

The Cabinet of Ministers approved the National Program for Promoting Entrepreneurship and Increasing Competitiveness for the years 2023-2027 (PACC 2027 Program), initiated by the Ministry of Economic Development and Digitalization. This plan represents a set of policies designed to support entrepreneurship development in Moldova in order to contribute to the development of a competitive, sustainable, and inclusive economy.
The purpose of the PACC 2027 Program is to improve the business environment and align it with the requirements of the modern economy, particularly the main export market for Moldova – the EU. This program aims to increase the productivity of local companies for better conditions for employees and stronger competitiveness, increase the number of businesses, and reduce the informal economy rate, promoting sustainable economic development with the participation of all – women, youth, the diaspora, and the elderly.
This program continues the government’s effort in the digitalization and deregulation of entrepreneurial activities, will reform the regulatory framework in the field, such as the Entrepreneurship and Enterprise Law, the Small and Medium-sized Enterprises Law, the Joint Stock Companies Law, and others.
Innovative elements include the development of the capital market and entrepreneurs’ access to new forms of financing, the promotion of new forms of economic activity such as startups and e-commerce, the orientation of economic development towards green practices and financing, the promotion of underrepresented groups (women, youth, diaspora, etc.) in entrepreneurship, as well as the strengthening of support infrastructure (consulting and training companies, accelerators, hubs, incubators, specialized parks), and the promotion of entrepreneurial culture.
This document was publicly consulted with business associations and the business environment during the needs identification and main directions stage, ensuring a high quality response to entrepreneurs’ needs.
The total cost for implementing the Program in the years 2023-2025 is estimated at 828,277.6 thousand lei, of which 634,927.6 thousand lei come from the state budget, and other sources contribute 193,350.0 thousand lei.
