1. Programme for training and further training of managers from enterprises in different sectors of the Moldovan economy

Program Implementer: Chamber of Commerce and Industry of the Republic of Moldova

The basic objective is a one-month internship in Germany. During this internship the managers visit German companies, which later become business partners, as well as participate in a series of trainings and practical seminars oriented to the study of the German business environment.

The training programme in the Republic of Moldova provides participants with techniques for initiating contacts and collaboration with German companies. During the seminars modern management methods are learned and intercultural knowledge is gained, which is indispensable for establishing a sustainable partnership. Programme participants gain access to the German market and German technologies. At the same time, they have the opportunity to introduce themselves, their company and its products or services. The seminars familiarise participants with the social and economic situation in Germany and improve their knowledge in the fields of economics, management and intercultural communication.

Target group:

The programme is aimed at top and middle management of Moldovan enterprises with export/import potential, stable management structures and qualified staff. Participants in the Programme represent small and medium-sized enterprises that want to establish or already have contacts with business partners in Germany. Companies from all sectors of the national economy participate in the Programme.

The programme has 4 components:

  1. Organisation and running of the Programme, including training in the Republic of Moldova
  2. Traineeship in Germany.
    • Management Trainings: individual management skills are developed through trainings tailored to the needs of the participants;
    • Visits to companies: expert discussions in companies help to learn about examples of good practice in Germany;

The costs in Germany are financed by the Ministry of Economy and Energy of the Federal Republic of Germany.

The selection of participants is made by a committee of German experts on the basis of an interview.

Application to the Programme is made by filling in the form.

2. JNPGA Programme for SME Sector Development

Implementer: Ministry of Economy of the Republic of Moldova, JICA Japan.

Objective: to promote efforts on structural economic adjustments by facilitating the procurement by small business enterprises of a wide range of production equipment.

Target group: SMEs throughout the Republic of Moldova (excluding Chisinau and Balti).

Main activities: Procurement of equipment on a one-year lease basis with a 40% grant. The procurement value ranges from 5 mil. Japanese Yen up to 24 mil. Japanese Yen.

3. Private Sector Investment Programme (PSI)

Programme implementer: Embassy of the Netherlands in Kiev, Government of the Netherlands.

Objectives: To support Dutch business investment in developing markets by stimulating innovative pilot projects in commercial sectors to strengthen the recipient country’s private sector

Target group: economic agents from the Republic of Moldova and the Netherlands.

Main activities: (1) Supporting the Moldovan-Dutch partnership by providing financial assistance of up to 50% of the size of the investments made, but no more than 750 thousand Euro; (2) Providing consultancy in the initiation and development stages of the partnership.

4. Competitive Agriculture in Moldova, Continuation of the RISP II project

Implementation deadline: 5 years
Total budget: 37.4 million USD
Programme Implementer: Agricultural Projects Implementation Unit, World Bank

Objectives:

  • Strengthening food safety management
  • Increasing market access potential by improving post-harvest infrastructure and increasing farmer organisation;
  • Increasing productivity through sustainable land management
  • Target group: Registered businesses and entrepreneurs operating in rural areas or those wishing to start their own business.

Main activities:

  • Rehabilitation and equipping of Cahul and Balti testing laboratories;
  • Reconstruction of ANSA headquarters, Chisinau
  • Establishment of 4 border inspection points – Chisinau, Tudora, Criva, Leuseni;
  • Review and update existing veterinary legislation in the field of border post activity and inspection
  • Staff training;
  • Investment grant programme for producer groups in the horticultural sector (grants of up to 50% of the total value of the investment, but no more than USD 350 000);
  • Investment support for the rehabilitation of erosion prevention strips to maintain and increase the productivity of agricultural land.
  • Financial incentives for farmers to adopt sustainable land management and good agricultural and environmental practices
  • Strengthening human, institutional and technical capacities (both at local and national level) to implement TDM activities, etc.

5. Project to increase food production – 2KR

Programme implementers: Ministry of Agriculture and Food Industry, Japanese Government.

Objective: To develop agriculture and increase food production in the Republic of Moldova.

Target group: Private legal entities, agricultural producers and natural persons, regardless of their organisational form of activity, who are entrepreneurs and/or provide mechanised agricultural services.

Main activities: Granting of agricultural machinery in instalments (initially 50% of the total cost is paid and then in instalments over two years). The price of the technique does not include VAT.

6. Project „Consultancy by Dutch experts”

Objective: Sustainable development of SMEs in developing countries by facilitating SMEs’ access to international innovative knowledge.

Target group: SMEs in Moldova.

Main activities:

  1. Consultancy by foreign experts;
  2. Organisation of seminars in the beneficiary’s country and/or in the Netherlands;
  3. The beneficiary stays from 2 weeks to 3 months in the Netherlands;

7. STEP Program (Science & Technology Entrepreneurship Program)

Program implementers: the US Civil Research and Development Foundation (CRDF) and the Moldova Research and Development Association (MRDA) in collaboration with the Academy of Sciences of Moldova and the Agency for Innovation and Technology Transfer (AITT)

Objective: to promote R&D-based partnerships between companies and scientists.

Target group: Businesses and scientists.

Main activities: awarding grants to fund economic and scientific partnership projects. The amount of a grant is more than USD 10, 000, of which CRDF/MRDA will allocate 5,000 USD and AITT 5,000 USD per project.

8. BAS Programme

Programme implementer: Business Advisory Service, EBRD.

Objectives:

  1. to support the development and increased competitiveness of small and medium-sized private enterprises;
  2. to support the development of the consulting services market in Moldova
  3. to improve the competitiveness of local consultancies.

Target group: SMEs (from 10 to 250 employees, in exceptional cases up to 500 employees) in the Republic of Moldova, engaged in production, services and trade.

Main activities: Partial financial coverage of costs for consultancy services. The maximum grant offered to eligible companies is EUR 10 000, which is no more than 50% (excluding taxes) of the project amount.

The main objectives of the FtF Programme in Moldova are:

12. Credit Access Initiative (The Pragma Corporation)

Program Implementer: The Pragma Corporation, USAID

Objective: to reduce constraints on mortgage lending, broaden financing possibilities for those seeking an alternative to bank financing and facilitate the growth and development of the leasing industry in Moldova.

Target group: the Government of the Republic of Moldova, the National Bank of Moldova, commercial banks and lending companies, other associations such as the Bankers’ Association of Moldova, the Association of Real Estate Brokers, the Association of Appraisers, insurance companies, commercial companies, and foreign investors.

Main activities:

  1. Technical assistance and training to the National Bank of Moldova, private commercial banks for the development of financial instruments;
  2. Technical assistance to the Government of Moldova in the preparation of long-term government bonds;
  3. Working with local organisations to create new leasing companies;
  4. Provide information and training for other market participants such as potential tenants, sellers, banks and insurance companies.

13. Programul Startsouth și Starteast (Agenția suedeză pentru creștere economică și regională)

Program implementer: NUTEK – the Swedish Agency for Economic and Regional Growth

Objective: to promote the formation of business partnerships between Moldovan and Swedish companies through the transfer of know-how, investment in equipment.

Target group: SMEs in Moldova.

Main activities: Provide financial support of SEK 500 000 (30 000 USD) and for innovation transfer SEK 250 000 (15 000 USD).

Initially financial support is provided in the form of a loan and once the programme has been implemented, the debt is cancelled. In case the project has not been finished the financial support is required to repay the debt.

14. Import Promotion Centre for Developing Countries (CBI)

The CBI is an agency of the Ministry of Foreign Affairs of the Kingdom of the Netherlands, supports exports to the European Union through training and market research and operates in more than 40 countries worldwide and monitors more than 30 European markets. In October 2006 the Republic of Moldova was accepted as a partner country for the CBI.

Beneficiaries – exporters from developing countries exporting or wishing to export to Europe; ; business support organisations in developing countries and companies in Europe sourcing or wishing to source from developing countries.

15. Moldovan-German programme to improve the qualifications of managers

Programme implementers: the Chamber of Commerce and Industry of the Republic of Moldova.

Objective: The aim of the project is the continuous training of HR-managers, the improvement of the business process in the field of personnel development and the increase of economic efficiency and competitiveness of companies in the Republic of Moldova.

Target group: English-speaking HR-managers and top-managers from Moldova, aged up to 40.

Main activities: (1) organisation of a pre-training course at the JRC’s Continuing Training Centre, (2) one-month internship at the German Training Centres. The participation fee for the Programme is 5700 lei plus airfare and includes expenses in Moldova (consultations, coordination, accompaniment, training, information materials distributed, coffee breaks, testing, etc.) and in Germany (training, accommodation, food, internal transport, company visits, meetings, cultural programme, etc.). In Germany, each participant will receive a scholarship of about 600 euros, hotel accommodation and food (breakfast and lunch).
