The objectives of the Standard Cost Model (SCM) are to identify and simplify those provisions in regulations that lead to major administrative costs for economic operators. The ultimate goal of applying the CSM is to improve regulation and make the regulatory process more efficient.

In accordance with Government Decision No 307 of 21 March 2016 on the approval of the Methodology for estimating administrative costs by applying the SCM, the authorities responsible for regulating business activity are to carry out annual assessments of the main areas of regulation by applying the SCM, which they will submit to the Ministry of Economic Development and Digitisation for consultation and monitoring. Based on the results of the evaluations, the responsible authorities will develop and promote for government approval draft amendments to the regulatory framework to reduce administrative costs.

In July 2020, the Ministry of Economy and Infrastructure, with the support of the USAID Structural Reforms in Moldova Program, conducted three online training sessions on the application of SCM. Video footage from one of these trainings and the Guide to the Application of the Standard Cost Model in the Republic of Moldova are presented on this page. Template forms (in Excel format) are attached to the guide, which provide an opportunity to practice on the basis of the practical examples presented in the guide.
