The main strategic document in the field of business regulation developed by is the Strategy for the Reform of the Business Regulatory Framework 2013-2020.
Successful regulatory reform is a continuous process of identifying and assessing problems, identifying solutions and revising the regulatory framework. The process therefore also includes the development of institutional capacities and incentives to encourage full implementation of changes to the regulatory framework in order to have a maximum positive impact on private sector competitiveness. The actions undertaken in the framework of regulatory reform in the Republic of Moldova so far had both a legal regulatory aspect by improving legislation and an institutional and administrative dimension.
Thus, the reform of the regulatory framework incorporated three phases of the guillotine process. „Guillotine 1” served to eliminate unnecessary regulatory acts by central government and the government. „Guillotine 2” focused on laws, setting out principles of good regulation for future progress in improving the regulatory environment. It established the Regulatory Impact Assessment (RIA) process as the core of a more streamlined system of regulatory design. „Guillotine 2+” dealt with „permissive acts” in the same way that „Guillotine 1” dealt with unnecessary regulations.
